About the project
Snakke & Co. facilitated a practice-oriented workshop on the topic of how a municipal administration can transform its own operations in such a way that the circular economy is permanently embedded. The starting point was the question of how organisational change in a municipal administration can be not only conceived from a technical perspective, but also jointly developed and supported.
The content framework combined the strategic objectives of the municipality of Wiltz with a clearly participatory workshop design. The focus was on sharing experiences, jointly developing solutions, and fostering synergies among the participants. Experienced members of the Wiltz municipal council took part to share their knowledge.
The process was deliberately structured to be co-creative: Following a joint introduction and context-setting session, challenges, desired visions for the future, and concrete implementation paths were addressed in several sequential work phases. This resulted in a format that brought together knowledge from administrative practice, institutional perspectives, and collective reflection.

Results and Added Value
The project’s unique added value lay in the combination of technical content and participatory process. The circular economy was not viewed solely from a technical or political perspective, but was understood as a shared transformation challenge driven by participation and co-creation. The format facilitated collaborative learning and fostered a shared understanding of the key prerequisites for municipal change: political commitment, internal capacity building, cross-departmental collaboration, and the involvement of businesses and citizens. This resulted in a working framework that goes beyond idea generation to support concrete, actionable next steps toward a circular administration.
